He must have left England about 1637, and settled immediately in Rhode Island,for he was admitted an inhabitant of the island of Aquidneck, at Newport, in 1638.

In 1640 he present at the General Court of Election, and became a freeman on 17 March 1641. In 1644 he was made one of the original members of the First Baptist Church of Newport, and in 1648 became a member of the General Court of Trials. In 1655 he became a freeman of the colony and acted as Commissioner in 1655, 57-58-59. he was an Assistant in 1658. 63-64-65, 78, 80, 90. On 8 July, 1663, his name appears in the charter granted to Rhode Island by King Charles II. In 1668 he was made a freeman at Westerly and acted as deputy to the General Assembly 1668-69-70-71-72, 90. On the 18 May 1669, his name appears in the list fo Westerly inhabitants, and in 1677 he was a member of the Court of Justices of the Peace to attend to the matter of injurious and illegal acting of the Connecticut Colony. In 1679, he, with thirty-two others of Westerly, gave the oath of allegiance. In 1680 he, as of Newport, was taced L 1 13s. 3d. On 25 September 1685, he and his wife Margaret, as of Newport, R.I., sold Francis Brinley of Newport an 1/154 part of Conanicut Island (89 acres), and an 1/154 part of Dutch Island. In 1690 he, with others, was empowered to proportion the taxes to the respective towns. He appears to have lived some time at Westerly, but to have returned to Newport during the later years of his life......

He must have removed from Newport to Westerly early in life, for in 1669 he became Town Clerk of Westerly, retaining the position until 1700. In July, 1625 (?) he and his family went to Newport for fear of the Indian War then raging, and remained in the home of rev. Samuel Hubbard until the war closed. In 1680, he having been taken from his house in Westerly, situated two miles east of Pawcatuck River, was carried by force to Hartford, Conn., and fined L10, by authorities of that colony. He was however, reimbursed by Rhode Island Assembly, in sum of L13 10s., for this compulsory payment. On 20 May 1696, Benedict Arnold, of Newport, deeded Joseph Clarke, of Westerly, 200 acres of land at South Kingstown, Rhode Island. Recorded 22 Dec 1707, at South Kingstown.

On 30 November, 1696,Joseph Clarke, of Westerly, deeded John Seagar 100 acres of land at South Kingstown. Recorded at South Kingstown 22 December, 1707.
He was Deputy to the General Assembly in years 1698. 1700-2-4-6-8.
In 1710 Joseph Clarke and Joseph Clarke Jr., were invited by Sabbatarian Church at Westerly, Rhode Island.

On 20 July 1715, Joseph Clarke, of Westerly, deeded to his son Samuel Clarke, "a tract of land, situate at Westerly, of 6 acres bounded East by a highway, North by a highway, West by a highway and South by land formerly of Edward Richmond."

1677 November 22, the land in Boston Neck,North Kingstown, formerly belonging to John Paine, containing about 350 acres, was conveyed to William Clarke; said land was between land of Captain Thomas Willet, deceased, on the south, and John Brown on the north (History of Washington Count, p. 390, by Cole). 1679, August 1, William Clarke petitioned the Assembly concerning several Indians, by him and his company taken in time of war, and recites he was "commander of one of the sloops in 1676 which was taken from him by the government and for which he now asks indemnity." The case was referred to the Town Councils of Newport and Portsmouth, R.I
By a letter of roger Williams in Connecticut archives, dated 1675, June 25, it would appear that the naval force "was composed of sloops," and that it was sent out nearly a year before it appears upon the Rhode Island records (Conn MSS., Vol. 1. p. 200, in R.I. Hist. Soc)

In Will of John Mosher is stated "to children of deceased daughter Dorothy Clarke, each 40 shillings, viz., to Freegift, Dorothy, Experience and Joseph."
Wil of Joseph Clarke, Jr., yeoman of Westerly, dated 1719, May 29, recorded at Westerly, Rhode Island, mentions brother-in-law Oliver Babcock, sons Joseph and Elisha, both under 21 years of age; daughters Dorothy Clarke, Freegift Saunders, and Experience Clarke. Witness was Thomas Clarke. Inventory was taken 1719, July 6, and amounted to L199 8s. 11d.

Was in the Alarm Co. (Town Rec. Vol. 2) and served 15 months in the Revolutionary Army.

Will of Elisha Clarke of Westerly dated 1789, September 1, was proved 1796, August 29, and recorded 1796, August 31; it mentions wife Mary, giving her one-third of estate; seven sons, viz.: Elisha,Thomas, George, Joshua, Like, John, and Lewis; daughters Mary Clarke, Anna Pendleton, Martha Saunders and Hannah Clarke. On 5 April, 1753, he and Hannah, his wife, deeded to nathaniel Lewis, of Charlestown certain land at Westerly, R.I. On 24 August, 1756 was chosen Deacon of Sabbatarian Church, but did not accept. On 8 November, 1757, he, then of Hopkinton, deeded to Colony of Rhode Island 13 acres of land in Hopkinton. Recorded 15 December 1757. On 16 November, 1762, he deeded to son Joshua Clarke, Jr., land at Hopkinton, R.I. Recorded 7 December, 1762. In May, 1768, he was ordained Elder. He appears in census of 1774, as of Hopkinton, with 4 males over, 4 under, and 3 females over, 16 and negro servant=12. His will, dated 31 July 1792, proved at Hopkinton 1 April, 1793,mentions wife Hannah, sons Ethan, Thomas, Arnold, Henry, Willet and Job Bennett; daughters, Hannah and Elizabeth Maxson; grandsons, Joshua, sons of Phineas, and Joshua C. Maxson, son of Jesse (Maxson); granddaughter Hannah, daughter of Phineas. Appoints his son Phineas executor.

He was a member of the Legislature and a Trustee of Brown University. He took part in the colonial and revolutionary Wars.
