    • He graduated from Harvard College in 1865, receiving the degree of A.M. therefrom in 1868. Studying law at Harvard Law School he was admitted to the bar in 1868, and began practice with the Nw Bedford firm of which his father was formerly a member, one of the partners being Hon. William W. Crapo. He is still in active practice, in the firm of Crapo, Clifford & Prescott. In 187 Mr. Clifford was appointed one of the commissioners to revise the Judiciary system of the commonwealth; from 1884 to 1888 was a civil service commissioner of Massachusetts; from 1898 to 1901 served as one of the commissioners on the revision of the statutes of Massachusetts; and in 1904 on the commission for the revision of the building laws. He was counsel for the owners of whaling bark Cape Horn Pigeon, and as such took part in the arbitration between the United States and Russia at The Hague in 1902. As counsel for the owners of the Hope On he acted in arbitration between the United States and Chili at Washington in 1886. Mr. Clifford prepared the testimony relative to the whaling vessels destroyed by the Confederate cruisers which was presented to the Geneva Arbitration. he has been president of various financial, charitable and social organizations of New Bedford.
